Are you simply missing the design tab on the ribbon? If so, you can right click the ribbon and select "Customize the Ribbon...." to modify what is displayed.

No, its the Form Design Tools tab that is not displaying in form design view.

So you can view the form design view but something is missing? Can you tell us what you expect to see that isn't there? I can only think that it might be the ribbon.
